APHCA's corporate compliance academy has been designed by legal and program experts specifically to meet the needs of today's CHC chief financial officers, community health compliance professionals and their staff. This intense, hands on, two day training will describe the essential components of compliance, ethics, and corporate responsibility plans and programs within the community health center arena, as well as the compliance procedures and issues related to the various health care laws and regulations. Each participant will walk away with the tools needed to tailor a compliance program to the individual needs of their center as well as to maintain their compliance program on an ongoing basis.
Learning Objectives
• To describe the various components of compliance, ethics, and corporate responsibility plans and programs within the health care arena, and to know the compliance procedures and issues related to the various health care laws and regulations
• To have a working knowledge of the legal issues compliance professionals face, and to equip attendees with the necessary legal knowledge needed to deal with inquiries from the enforcement authorities
• To describe key tactics and compliance actions to implement and the processes to do so
• To have an understanding of recent laws, regulations, and enforcement actions as they pertain to a compliance program including ARRA oversight activities, DRA compliance requirements, DOJ/OIG enforcement trends as well as section 330 governance requirements.
• To describe the compliance issues faced and the key processes to use to address them as they relate to a specific risk areas including fraud, federal programs, standard of care and human resources.
Day One: Compliant Fundamentals will include:
A review of the 7 elements of an effective corporate compliance program; instruction on how to develop and implement a corporate compliance program; and review of the APHCA Model Corporate Compliance Plan.
The Fundamentals session will also discuss “high risk” areas particular to FQHCs and minimizing and/or avoiding potential liabilities through the compliance program.
Day Two “Advanced Compliance Programs” will cover:
Detailed discussion of “high risk” areas, including: ARRA Financial Reporting Requirements; Alabama professional licensure laws and regulations; Anti-Kickback Statute and relevant safe harbors; Stark Law; False Claims Act and FERA; Emergency Medical Treatment and Labor Act (EMTALA); Health Insurance Portability and Accountability Act (HIPAA) Privacy and Security Rules; Internal Revenue Service regulations for tax-exempt organizations; Governance and Corporate Responsibility; and Federal Anti-Trust Law. We will also discuss internal auditing on each of these areas.

Federal corporate compliance trainings start at $750 and cover the same scope of training. APHCA has developed this training in conjunction with regional legal experts to be as comprehensive as the national trainings but at a fraction of the cost.
