Facility Investment Program Funding for Health Centers under the American Recovery and Reinvestment Act

The American Recovery and Reinvestment Act (ARRA), signed into law on February 17, 2009, provides $2 billion for grants to health centers. Of this total, $500 million has been awarded to support new sites and service areas, increase services at existing sites, and address spikes in the number of uninsured patients receiving care at health centers. The remaining $1.5 billion will support health center construction, renovation and equipment, including the acquisition of health information technology systems.
The Health Resources and Services Administration ( HRSA) is pleased to announce the availability of approximately $515 million under the Facility Investment (FIP) initiative to support one-time, 2-year funding requests in fiscal year (FY) 2009 from existing Health Center Program grantees. Funds requested may be used to address major capital improvement needs in health centers, such as construction, repair, and renovation. Health center grantees requesting FIP grants must demonstrate how their proposal will lead to improvements in access to health services for underserved populations and create health center and construction-related jobs. FIP applications will be available in the HRSA Electronic HandBooks (EHB). Once the EHB system is available to begin receiving applications, eligible health center grantees will receive an EHB-generated email that provides the funding cycle code; this code will enable interested health centers to initiate a FIP application. Applications must be submitted in EHB by August 6, 2009, at 8:00 pm ET.

Broadband Initiatives Program (BIP)
Application Deadline - August 14, 2009
The Recovery Act appropriated $7.2 billion and directed the Department of Agriculture's Rural Utilities Service (RUS) and The Department of Commerce's National Telecommunications Information Administration (NTIA) to expand broadband access to unserved and underserved communities across the U.S., increase jobs, spur investments in technology and infrastructure, and provide long-term economic benefits.
The result is the RUS Broadband Initiatives Program (BIP) and the NTIA Broadband Technology Opportunities Program (BTOP).BIP will make loans and grants for broadband infrastructure projects in rural areas. BTOP will provide grants to fund broadband infrastructure, public computer centers and sustainable broadband adoption projects.
