Mary Hayes Finch, JD, MBA
Mary Hayes Finch is the Chief Executive Officer of the Association. Mary works directly with the Association’s Board of Directors, and provides leadership and vision for the Association. She is charged with the overall management of the Association’s programs and budget.Prior to joining APHCA, Mary served as a Deputy Attorney General of the State of Alabama and as the Alabama Medicaid Agency’s Chief of Staff. During her three years in this capacity, she served as a senior advisor to the Medicaid Commissioner and was responsible for the direction of policy development and government affairs at federal and state levels. She drafted and coordinated the passage of state legislation that saved an estimated $50 million in its first year of operation. Additionally, in 2006, Mary was the architect of Medicaid’s $8 million Together for Quality transformation grant. Previous to her Chief of Staff appointment, she served the Alabama Medicaid Agency for six years as Director of Policy and Government Affairs and five years as Director of the Pharmacy Program. During her tenure in that program, she monitored spending for more than $400 million in pharmacy benefits. Mary was responsible for developing and implementing the infrastructure of the Alabama Pharmacy Program and initiated programs including a state pricing system and on-line drug utilization review. These programs saved $10 million during the first year of operation. Mary graduated Cum Laude from the Thomas Goode Jones School of Law, Montgomery and was licensed to practice law in the State of Alabama in 2003. She was selected as a member of the Jones Bar Review and received Scholastic Achievement Awards in Research and Writing and Employment Law. Mary also holds a Master of Business Administration degree from Auburn University and a Bachelor of Science degree, Magna Cum Laude, in Organizational Management from Troy State University. Mary likes to travel, read, scrapbook, and spend time at the beach and with family and friends. She and her husband, Nathan, are the proud (and busy) parents of triplets, Emma, Hayes, and Kate.
